ICPA Qld Risk Management

State Council Lobby Process

We would like to take this opportunity to provide new members and delegates with an overview of how ICPA Qld State Council operates.

ICPA Qld Inc. oversees several Portfolios, including:

Each Portfolio is guided by a Policy, which is formulated based on the motions carried at the State Conference.

 

How Policy Guides Advocacy

Following the State Conference, at the post-conference meeting and November delegations, State Councillors update their Portfolio Policies to reflect newly carried motions. These policies then guide all lobbying efforts with the government.

It is important to note that ICPA State Council cannot act outside of policy, as this would go against our constitution and fail to represent the majority of our members.

Preparing Motions for State Conference

Before submitting a motion, we encourage branches to:

  • Review the most recent Policy document relevant to the motion
  • Read the latest Portfolio Report to understand ICPA Qld’s current position on the issue.
  • Gather supporting information, such as real-life examples from members.

If your branch has members with specific situations relevant to your motion, please use the Member Case Study template to help State Council strengthen its advocacy. Member Case Studies are vital to effective lobbying!

Qld Conference Procedure

Now that you’re at conference with your motion, you might be wondering what to do next. How do you move, second, and explain your motion? What happens if you need a word change or an amendment? What is a floor motion?

Councillor & Member Progress Flowchart

After your branch motion is submitted at State Conference, it follows a clear process. The Branch motion flow chart outlines the progression from State Conference through to delegations, the mid-year meeting, and ultimately to the next State Conference, where progress on previous motions is reported.

Print out the flow chart and bring it to branch meetings, especially for new members, so they can see how their concerns are addressed and acted upon.
